Corporate Human Resources Manager

Introduction
The purpose of the position is to promote corporate values and enable business success through the successful development, implementation, monitoring, and management of the duties listed below. The incumbent oversees all aspects of Human Resources practices and processes, supports business needs, and ensures compliance with Canadian, US and International labor and tax legislation, company strategy and departmental objectives. The position furthermore entails planning, directing, supervising, and coordinating work activities of the Human Resources Department.

Location and Reporting Structure
Reporting to the Director, Human Resources & Administration, this position is located in the Vancouver corporate office. The Corporate Payroll and HR teams will report directly to the incumbent. The incumbent will also have a close working relationship with the Group Human Resources Manager.

Duties and Responsibilities
Implement and Maintain HR and payroll frameworks:

  • Compile, update, and implement relevant HR and payroll policies and procedures and ensure adherence to such;
  • Ensure accurate and complete workflow between HR and payroll teams;
  • Develop and manage HR Information Systems (including HR, Payroll, Leave, and Timekeeping systems);
  • Ensure accurate maintenance of current and historical human resource and payroll records and ensure protection (privacy) of data;
  • Produce management and statutory reports;
  • Implement HR best practices and ensure good governance and adherence to statutory and audit requirements;

Manpower Planning and Job Design:

  • Assist with organizational design;
  • Maintain the work structure by ensuring job descriptions and requirements are updated and implemented for all corporate positions;

Compensation and Benefit Management:

  • Perform market salary reviews, implement salary structures and advise on remuneration matters;
  • Manage, review, balance and approve the complete payroll process, ensuring payroll is calculated correctly, taxable benefits are recorded and verified against benefit invoices, taxes are deducted and remitted appropriately and journal entries balance;
  • Implement and oversee the administration of relevant company benefits;
  • Prepare and manage payroll budgets;
  • Identify and address employee wellness requirements;

Recruitment and Selection:

  • Facilitate the recruitment and selection processes;
  • Evaluate, propose, and implement attraction and retention strategies;
  • Review employment contracts and terms and conditions of employment;
  • Ensure HR induction is performed;
  • Evaluate and manage pre-employment assessments and conditions;
  • Coordinate expat administration;
  • Consider and support corporate employment and empowerment initiatives;

General Support:

  • Work alongside team members to facilitate healthy workplace relations and communication between management and staff;
  • Support training and development programs;
  • Assist management with achieving objectives;
  • Partner with all departments on various matters;
  • Provide guidance and corrective measures on workplace matters;
  • Provide information and reports, as required;
  • Support company initiatives and be involved in identifying HR and payroll risk and implementing and managing controls; and
  • Ensure continuous improvement of Corporate HR and payroll services.

Competencies and Requirements

  • Relevant Bachelor of Commerce Degree, Honors is preferred, obtained from a reputable institution;
  • Minimum of 8 years’ experience at a HR managerial level, preferably in the mining industry;
  • Experience in implementing and managing information systems; working knowledge of Hubbub HR and/or ADP Payroll will be definite advantages;
  • Canadian, US and Expatriate payroll experience;
  • Certified Payroll Manager (CPM) certification is an asset;
  • Advanced knowledge/skills are required in the following areas:
    • Developing constructive and cooperative working relationships and maintaining them;
    • Ability to analyze information and evaluate results to choose the best course of action;
    • Business and management principles;
    • Proficiency in Microsoft Office Suite;
  • Must lead by example and be able to practice self-management, be a self-starter, and instill credibility;
  • Must be a hands-on manager and be able to work for lengthy periods under consistently high work pressure; and
  • Have the ability to multi-task and manage deadlines.

Health and Safety Manager

Introduction
The Health and Safety Manager will lead the Corporation’s occupational health and safety programs; track performance, identify priorities and develop strategies and programs to ensure continuous improvement in the Corporation’s occupational health and safety performance; support regional and site staff in all aspects of occupational health and safety management such as the identification of best practices, investigation of root causes of occupational health and safety incidents, assessment of risks, implementation of critical controls, and tracking indicators of performance; ensure that the occupational health and safety audit program provides a rigorous review of each site’s ability to manage occupational health and safety risks and support sites in actions to address deficiencies and realize continuous improvement opportunities; and ensure the Corporation’s reporting on occupational health and safety matters.

Location and Reporting Structure
This position is based in the Vancouver Corporate office but will be required to travel extensively and reports directly to the Senior Vice President, Operations.

Duties and Responsibilities
To manage the Corporation’s occupational health and safety programs:

  • Oversee the Corporate occupational health and safety function including establishing Policies and Standards, establishing Directives and Guidance, setting Objectives and Targets, and developing systems and measures that appropriately assess functional performance;
  • Ensure critical permits are maintained and complied with by all operations;
  • Provide input into the development of corporate, regional and site procedures/practices:
    • Standardize procedures/practices across the organization as needed;
    • Establish and maintain the Corporate Crisis Management Plan and coordinate crisis management exercises;
  • Respond to requests and provide guidance and advice across the Corporation/function;
  • Provide expertise, guidance, mentoring, development and advisory services to all sites within B2Gold in all disciplines associated with occupational health and safety management:
    • Assist regional and site personnel in implementing occupational health and safety programs;
    • Advise and assist site management in the development of hazard control methods and techniques consistent with B2Gold occupational health and safety requirements;
    • Oversee the implementation and quality control of competency-based training systems at B2Gold sites;
    • Oversee accident investigation process to ensure an effective root cause analysis system is maintained at each operation. Collect data, analyze trends and communicate across the organization the common reasons why accidents are occurring, including overseeing the implementation of corrective actions at all B2Gold sites relating to findings from accident/incident investigations for extreme risk events at any B2Gold site;
    • Ensure management system software is utilized effectively at B2Gold operating sites, including training site personnel in its use and approving and implementing software modifications/updates;
  • Oversee accident/incident investigations for fatalities and extreme risk events at B2Gold sites;
  • Measure, audit and evaluate the occupational health and safety management systems and hazard controls at B2Gold operations for conformance with B2Gold’s occupational health and safety requirements and communicate the results of evaluations to site management and appropriate corporate personnel:
    • Oversee the occupational health and safety standards (Management System Standards and Performance Standards) audit program, including communicating results to site management and appropriate corporate personnel;
  • Ensure appropriate follow up on issues that arise out of audits, inspections and accident/incident investigations;
  • Review regional and site occupational health and safety budgets;
  • Oversee the development of the occupational health and safety components of the Corporation’s Responsibility Report;

 To build capacity of the Corporation’s occupational health and safety staff:

  • Assist as necessary in the search for and recruitment of regional and site occupational health and safety personnel;
  • Engage and support as needed the development of B2Gold regional and site occupational health and safety personnel;

To advise the management group on corporate health and safety:

  • Produce and deliver monthly occupational health and safety reports on the operational performance of B2Gold sites;
  • Report on occupational health and safety performance to the Board of Directors Health, Safety, Environment, Corporate Social Responsibility and Security Committee;
  • Prepare internal and external occupational health and safety reports or components of reports as required;
  • Interface as required with stakeholders on occupational health and safety matters;
  • Conduct and report on occupational health and safety due diligence on potential acquisitions;
  • Review best practices and the competitive landscape and recommend continuous improvement efforts in corporate occupational health and safety;
  • Stay current with technological developments, standards, methods and international best practices related to occupational health and safety management; and
  • Perform other duties as required in support of Company objectives.
